English translation of the principle

An administrative decision granting licences. A temporary act subject to withdrawal or amendment whenever the public interest so requires. The condition for revocation or amendment: that it be carried out in accordance with the requirements of the public interest and not be vitiated by abuse of power. The reason for this. - An administrative decision does not acquire immunity if the administration renews it and then reverses it for considerations of public interest or reasons justifying it. An example concerning quarry licences. - The executive authority, represented by the Council of Ministers, is the body overseeing the interests of the State. That authority's directives address the competent ministers to issue administrative decisions or legal acts producing their direct effects upon individuals and their legal positions. Article 123 of the Constitution. An example.
