English translation of the principle

Social Insurance Institution. The requirement to submit a written demand to it and lodge a grievance against its decision concerning rights established by the Social Insurance Law before bringing an action before the High Court of Appeal having first-instance jurisdiction to hear it. Articles 107 and 109 of Law 61/1976. Issuance of Law 20/1981 and vesting jurisdiction in the Administrative Circuit of the Court of First Instance. Its repeal of the provision concerning the jurisdiction of the High Court of Appeal. - The silence of Law 20/1981 on reorganizing the disputes specified in Article 107, First, of Law 61/1976 in a manner differing from what was provided concerning a prior grievance as a condition for admissibility of the action. This restriction remains because its rationale remains.
