The Administrative Circuit of the Court of First Instance. Its jurisdiction in respect of applications to annul administrative decisions relating to civil employees. Limited to applications to annul decisions concerning appointment, promotion, termination of service, and imposition of disciplinary penalties. Applications to annul employee transfer decisions. Fall outside its jurisdiction unless they embody a disguised decision over which it has jurisdiction. The reason therefor: what matters is what the administrative authority truly intended, not how it described its decision.
