English translation of the principle

The time limit for bringing an annulment action. Sixty days. When this time limit is interrupted and a new time limit begins: submission of a grievance to the authority issuing the decision or to the superior authority. What does not constitute a grievance in this regard. What matters for submission of a grievance within the time limit is the date of its actual receipt by the competent authority. - The provision in the Decree on Procedures for Submitting Grievances requiring that the complainant be given a receipt bearing the date of submission of the grievance. An organisational procedure entrusted to the authority competent to receive the grievance. Its purpose: to facilitate matters for the complainant and avoid hardship in proving the date of the grievance, without precluding proof thereof by any other means.
