Decisions transferring civil employees. Outside the jurisdiction of the Administrative Circuit so long as they do not embody a decision on a matter within that Circuit’s jurisdiction. The reason for that. The administration has discretionary power to transfer an employee and make use of him wherever it wishes, and the judiciary has no jurisdiction over this decision so long as the procedures do not reveal that the administration, through this transfer, intends to punish the employee without following the prescribed procedures and formalities. - 151 - Administrative - Concerning allowances:-

قرارات نقل الموظفين المدنيين. خروجها عن اختصاص الدائرة الإدارية مادامت لا تحمل في طياتها قراراً بما تختص به تلك الدائرة. علة ذلك. أن للإدارة سلطة تقديرية في نقل الموظف والاستفادة منه في المكان الذي تريده ولا ولاية للقضاء على قرارها هذا طالما لم تكشف الإجراءات اتجاه الإدارة بهذا النقل إلى عقاب الموظف بغير إتباع الإجراءات والأوضاع المقررة. - ١٥١ - الإداري - في شأن العلاوات:-Original Arabic judgment citations
