Assessment of employee efficiency, except for holders of senior positions. Its method: by a report submitted by his superior to the next person in responsibility to express his opinion, then presented to the Personnel Affairs Committee for approval by a final administrative decision satisfying its constituent elements and requirements for effectiveness. This is not altered by the legislature’s permitting the employee to lodge a grievance against this decision before the same committee. The reason therefor.
