Decisions of councils and committees. The general rule is that they are issued at a meeting after discussion and scrutiny in a session at which the statutory quorum is met. Their approval may be obtained by circulation to members individually in urgent cases, and the decision is issued if its content is unanimously agreed upon by all members. Example concerning a decision of the General Scholarships Committee, by circulation, to withdraw a scholarship.
