The National Assembly is represented by its Speaker before all courts in actions and applications brought by or against it. He may delegate in this regard a member of the Assembly, a person working therein, or a lawyer registered to plead before the courts, and those whom he delegates in litigation may sign all statements of claim, appeal petitions and other acts and procedures necessary for bringing actions and appeals and pleading.
