English translation of the principle

Customs Department employees have judicial police status while performing their duties within the limits of their competence. They may inspect goods and search persons and what travelers carry with them or what belongs to them within the customs zone if they suspect that the person has committed or attempted to commit a smuggling offense. - Satisfaction of the restrictions on arrest and search, or requiring the person to be searched to be in one of the circumstances justifying it as regulated by the Criminal Procedures and Trials Law. Not required in the offense of customs smuggling. The reason therefor. The existence of a situation indicating suspicion of smuggling within the limits defined by law is sufficient to establish the right to uncover it. - A customs employee's finding, during a search, evidence revealing a non-customs offense punishable under the general law. It may validly be used as evidence in that offense. The reason therefor. - 168 - Criminal Procedures and Trials 8 – Arrest by an ordinary person:
