English translation of the principle

Industrial plots owned by the State. They are not considered public property but are part of the State's private property and are subject to private law. Its implication. Exploitation of these plots under a lease or a temporary-use license whose scope and content are subject to the law of the contract. The State's approval of the allottee's assignment of the industrial plot. Its effect. Creation of a direct relationship between the State and the new user without the mediation of the assignor, whose contract expires, as does the sublease issued by him, and the new licensee is not a successor to the previous licensee. - The sub-exploitation contract. It does not create a direct relationship between the governmental entity granting the right of exploitation and the sub-exploiter; rather, its existence or nonexistence depends upon the original contract. Its implication. The sub-exploiter may not assert rights over the premises exceeding those of the original exploiter.
