The Contracts Committee of the Public Ports Corporation. Its award decision creates no right for the successful bidder against the administrative authority issuing the tender if that authority withdraws. The condition therefor. The award procedures and withdrawal thereof must not entail tortious fault on the part of that authority. - The contractual relationship in a tender contract. Does not arise between its parties until the contract is signed on their behalf.

لجنة العقود بالمؤسسة العامة للموانىء. قرار الترسية الصادرة عنها لا يرتب أي حق للمناقص الفائز قبل جهة الإدارة صاحبة المناقصة في حالة عدولها. شرط ذلك. إلا يترتب على إجراءات الترسية والعدول عنها خطأ تقصيري من جانب تلك الجهة. - الرابطة العقدية في عقد المناقصة. لا تقوم بين طرفيه إلا بتوقيع العقد عنها.Original Arabic judgment citations
