An administrative decision issued by an authority empowered to issue it creates the right it establishes. Its effects arise from the day it is issued. The case in which the right-holder derives his right directly from the law pursuant to an implementing administrative decision. The effect of that decision relates back to the date on which the right was established under the law.

القرار الإداري الذي يصدر من سلطة تملك إصداره يكون منشئاً للحق الذي يقرره. ترتب آثاره من يوم صدوره. الحالة التي يستمد فيها صاحب الحق حقه مباشرة من القانون بموجب قرار إداري منفذ. ارتداد أثر هذا القرار إلى التاريخ الذي تقرر فيه الحق طبقاً للقانون.Original Arabic judgment citations
