The municipality’s obligation to pay expropriation compensation to those entitled thereto has as its subject the payment of a sum of money and has its source in the law. The municipality’s delay in performing this obligation. Effect thereof. The creditor’s entitlement to compensation therefor. Basis thereof. Article 306 of the Civil Code.
