Payment of sums to a scholarship recipient in his capacity as a member of a scholarship mission. Their remaining in his possession without a basis after issuance of a decision withdrawing his scholarship. The limitation period applicable to them is the fifteen-year extinctive limitation period, rather than the limitation period provided for in Article 21 of Law 15/1979. - The general rule for extinctive limitation is fifteen years.
