Prohibition on taking possession of State property without prior permission from the competent administrative authority. The prohibition encompasses State property outside and inside the general planning boundary. Excepted therefrom is the special grant to claimants of ownership subject to special conditions. Consequence of the exception. Claims of ownership over privately owned property within the general planning boundary fall outside the scope of the prohibition.
