The Public Authority for the Assessment of Compensation for Losses of the Iraqi Aggression. Its competence to inventory the damage resulting therefrom, assess the losses of injured parties resulting from the acts committed by the aggressor during the period of the invasion of the country, assess compensation making them good, and submit it to the competent State authorities to claim it in preparation for collecting it from the aggressor and disbursing it to those injured; this without the courts’ jurisdiction to hear compensation actions founded on any other source of obligations. - The competence of the Public Authority for the Assessment of Compensation does not bar the courts from hearing compensation actions founded on any of the legally specified sources of obligations. An example concerning the division’s jurisdiction to hear actions concerning administrative contracts and compensation therefor.
