State of Kuwait · Pleadings — Part One · Ministry of Justice — Court of Cassation — Technical Office

English translation of the principle

The plea raised by the appellant's representative that paragraph 1 of Article 1 of Law 18 of 1969 concerning the determination of State property outside the general planning line is unconstitutional. Failure of the lawyer filing the appeal to submit a power of attorney authorizing him to raise the plea. Its effect. Its inadmissibility because it was raised by a person lacking standing. This is not altered by his being authorized to lodge an appeal or a cassation appeal, or by the power of attorney including authorization to take the official legal procedures required by the actions. The reason therefor.
