The obligation to comply with the legislative provision and refrain from contravening it, and to give precedence to higher-ranking legislation over lower-ranking legislation where they conflict, applying the higher-ranking law and excluding the lower-ranking legislation from application if it conflicts with the higher-ranking legislation.

وجوب التزام النص التشريعي وامتناع مخالفته وتغليب التشريع الأعلى مرتبة على التشريع الأدنى منه وذلك في حالة تعارضهما وتطبيق القانون الأعلى في المرتبة واستبعاد التشريع الأدنى من دائرة التطبيق إذا تعارض مع التشريع الأعلى.Original Arabic judgment citations
