Registration pursuant to the provisions of Parts 3 and 5 of the Social Insurance Law is undertaken by the Public Institution for Social Security in accordance with the provisions and conditions of that Law. The Institution's role is limited to - 107 - Civil Procedure verifying the fulfillment of these conditions in light of the facts and documents submitted by the persons concerned, without any discretionary authority; its decision in this regard is merely declaratory of the right the insured derives directly from the law. - The Institution's cancellation of a subscriber's registration under one Part and registration under another Part after discovering that the conditions for registration under that Part are fulfilled.
