State of Kuwait · Pleadings — Part Three · Ministry of Justice — Court of Cassation — Technical Office

English translation of the principle

Reporting crimes. A lawful right for everyone exercising it within the limits of the law. False reporting. Its effect. Compensation for damage sustained by the person reported against. Its condition. That the reporting person know the falsity of the facts reported and intend to offend and harm the person reported against, or that haste, recklessness and lack of precaution be established without justification, together with the intent to offend and harm. The judgment’s lack of evidence establishing fault on the part of the reporting person requires its cassation.
