Article 111 of Constitution of the State of Kuwait

During the session, except in cases of flagrante delicto, no investigation, search, arrest, detention or any other criminal procedure may be taken against a member without the Assembly's permission. The Assembly must be notified of any criminal procedures taken during its session in the foregoing manner. It must also invariably be notified at its first meeting of any procedure taken in its absence against any of its members. In all cases, if the Assembly does not issue its decision on the request for permission within one month from the date it receives it, this shall be deemed permission.
