Article 30 مكرر of Constitution of the State of Kuwait

The Speaker shall represent the Assembly before all courts of all levels and before the Court of Cassation in actions and applications brought by or against it, and before the Constitutional Court and arbitration tribunals. He may delegate this to a member of the Assembly, one of its employees or a lawyer registered to plead before the courts. His delegate may sign statements of claim and appeals. Upon dissolution of the Assembly, this competence shall pass to the Department of Fatwa and Legislation. The person appearing for the Assembly before the Constitutional Court must present all viewpoints raised concerning the dispute before it, particularly the opinion submitted by at least ten Assembly members for presentation to the Court.
