English translation
There shall be no crime and no punishment except on the basis of a law, and no punishment except for acts subsequent to the entry into force of the law providing for them.

لا جريمة ولا عقوبة إلا بناء على قانون، ولا عقاب إلا على الافعال اللاحقة للعمل
