English translation
Every person who witnesses the commission of a crime or learns of its occurrence must immediately report it to the nearest police or investigating authority. Anyone who refrains from reporting out of collusion with the accused shall be punished with the punishment for refusing to testify. This provision shall not apply to the spouse, ascendants, or descendants of any person involved in committing that crime. Chapter Two Summons to Appear

كل شخص شهد ارتكاب جريمة ، أو علم بوقوعها ، عليه ان يبلغ بذلك فورا أقرب
جهة من جهات الشرطة او التحقيق. ويعاقب من امتنع عن التبليغ، ممالأة منه
للمتهمين، بعقوبة الامتناع عن الشهادة، ولا يجري هذا الحكم على زوج أي شخص
