English translation
The court shall rule that the appeal is inadmissible because it was lodged after the time limit, because the appellant lacks standing, or because of any other material formal defect. It may rule on inadmissibility during the hearing of the case if the defect becomes apparent to it only after the hearing has begun.

تقضي المحكمة بعدم قبول الاستئناف لرفعه بعد الميعاد، أو لانعدام صفة رافعه، أو
لاي عيب شكلي آخر يكون جوهريا . ولها ان تقضي بعدم القبول أثناء نظر الدعوى،
