Article 9 of Code of Criminal Procedure and Trials

The Public Prosecution shall exercise the authority to investigate, dispose of and prosecute felonies. The authority to investigate, dispose of and prosecute misdemeanours shall be exercised by investigators appointed for this purpose in the Police and Public Security Department. The status of investigator shall also be vested in police officers designated by the internal regulations provided for in Article 38. Nevertheless, the Public Prosecution may refer any felony to investigators and officers in the Police Department for investigation, and the Head of the Police and Public Security Department may entrust the Public Prosecution with the investigation and disposition of any misdemeanour if he considers that its circumstances or importance require this.
