English translation
Without a licence from the Minister of Interior or his delegate, it is not permissible to import, trade in, or repair any of the weapons or ammunition stipulated in Article Two of this Law. The Minister of Interior or his delegate may grant the licence, restrict it to specified types of weapons or ammunition, or subject it to such conditions as he considers appropriate. He may also withdraw it at any time. The licence may not be relinquished or transferred to another person under any circumstances.

لا يجوز بغير ترخيص من وزير الداخلية أو من يفوضه استيراد أو الاتجار في
الأسلحة أو الذخائر المنصوص عليها في المادة الثانية من هذا القانون أو إصلاح أي
منها.
ولوزير الداخلية أو من يفوضه منح الترخيص أو قصره على أنواع معينه من الاسلحة
أو الذخائر أو تقييده بما يراه من شروط، كما أن له سحبه في أي وقت، ولا يجوز
