All official bodies in the State, particularly those concerned with youth and sports affairs, shall take the necessary measures to ensure the establishment, in all governorates, of specialized clubs and centres for sporting, cultural and recreational activities in accordance with international specifications for persons with disabilities, with the aim of integrating them into society.
