Article 17 of Bankruptcy Law

If more than one application is submitted concerning the indebtedness of the same debtor, they shall all be consolidated and proceedings taken concerning them jointly. If these applications include an application for preventive settlement, an application for restructuring and an application for a declaration of bankruptcy, the applications submitted in the application to open restructuring proceedings shall be regarded as a principal application, and the application to open proceedings for a declaration of bankruptcy as an alternative application. The bankruptcy judge shall issue his decision declaring the preventive settlement application inadmissible. If there are multiple applications submitted by the debtor, the application for disclosure of preventive settlement proceedings must take precedence over restructuring, and the restructuring application shall take precedence over a declaration of bankruptcy. The application having priority shall be deemed the principal application and the following one an alternative.
