Article 21 of Bankruptcy Law

If the applicant is unable to submit the data, information and documents in accordance with the preceding Article because of an inability to obtain them from the entity holding them, the applicant shall state this. The Bankruptcy Judge may require any person holding the required information, data and documents to submit them within a period specified by the Judge if the Judge determines that they are necessary to decide the application. No person may refuse to submit the data, documents and information that the Bankruptcy Judge has required that person to submit on the ground that the law imposes a duty to preserve their confidentiality.
