Article 15 of Court Fees Law

The application for exemption shall be submitted to the Registry of the Court of First Instance, accompanied by the documents supporting it or copies thereof. The Registry shall notify the Judicial Fees Department of the application and its documents, so that it may submit its report thereon. A committee of three judges shall be formed to determine the application in the absence of the parties and without oral pleadings, unless the committee considers their attendance necessary. The committee shall have a secretary who attends its sessions and records its minutes. The committee's decision shall be issued by a majority of its members' opinions, including its reasons and the grounds on which it relied in establishing the state of inability justifying exemption. Exemption from fees shall be personal, and its effect shall not extend to the heirs of the exempted person or anyone taking his place. )2(
