Article 15 of National Workforce Law

With effect from the first day of the month following the date on which this Law comes into force, all non-governmental entities employing workers in accordance with the provisions of the aforementioned Laws Nos. 38 of 1964 and 28 of 1969 must pay the entitlements of their non-Kuwaiti employees into their personal accounts with local banks and send a copy of the statements sent to the banks in this regard to the Ministry of Social Affairs and Labour. A decision shall be issued by the Council of Ministers, upon the submission of the Minister of Finance, establishing the rules for the treatment specific to these accounts in terms of the expenses and banking commissions charged on them.
