Article 28 of Traffic Law

No excavations may be carried out on the road, nor may it be occupied or altered, nor may things be placed that cause obstruction of traffic, except under a special permit from the General Traffic Department and in agreement with the competent authorities. Police officers may take any necessary preventive measures, and they may remove the violation by administrative action at the expense of the person responsible.
