Article 66 of National Assembly Elections Law

The Commission shall prepare the Executive Regulations of this Law, which shall be issued by decree upon the submission of the Minister of Justice within six months of the date on which it enters into force. In addition to the implementing rules necessary for the provisions of the Law, they shall include, in detail, the general foundations for exercising the powers of the General Electoral Commission and the establishment of rules governing electoral publicity, campaigns and expenditure, the maximum amount of their financing, their resources and spending on them, the obligations of audiovisual media and the rules for allocating the broadcasting time available therein, the rules governing the participation of Kuwaiti and international civil society organizations concerned with following and monitoring elections, and the rules for consolidating a culture of citizenship and democracy. The decisions in force concerning elections shall continue to apply until the issuance of the Executive Regulations of this Law and the decisions referred to in this Law, provided that they do not conflict with its provisions.
