Article 16 of Judicial Organisation Law

The Supreme Judicial Council shall be constituted under the chairmanship of the President of the Court of Cassation, with the membership of: 1- The Vice-President of the Court of Cassation. 2- The President of the Court of Appeal. 3- The Public Prosecutor. 4- The Vice-President of the Court of Appeal. 5- The President of the Court of First Instance. 6- The Undersecretary of the Ministry of Justice. If the chairman of the Council excuses himself or is prevented from attending by an impediment, the Vice-President of the Court of Cassation shall chair the Council and replace him. If neither the President of the Court of Cassation nor his vice-president attends owing to an excuse or impediment, the Council may, where necessary, convene under the chairmanship of the President of the Court of Appeal. In the absence of the President of the Court of First Instance, his vice-president shall replace him. The Public Prosecutor shall be replaced by the most senior First Advocate-General or Advocate-General acting in his stead.
