Article 15 of Judicial Organisation Law

Judgments shall be rendered and enforced in the name of His Highness the Amir of Kuwait. Part Two: Supreme Judicial Council Article 16 (1) The Supreme Judicial Council shall be constituted under the chairmanship of the President of the Court of Cassation, with the membership of: 1 - The Vice-President of the Court of Cassation. 2 - The President of the Court of Appeal. 3 - The Public Prosecutor. 4 - The Vice-President of the Court of Appeal. 5 - The President of the Court of First Instance. 6 - The Undersecretary of the Ministry of Justice. If the Chairman of the Council excuses himself or is prevented from attending by an impediment, the Vice-President of the Court of Cassation shall chair the Council and take his place. If neither the President of the Court of Cassation nor his Vice-President attends owing to an excuse or impediment, the Council may, where necessary, convene under the chairmanship of the President of the Court of Appeal. In the absence of the President of the Court of First Instance, his deputy shall take his place, and the most senior of the First Advocates General or Advocates General acting in the Public Prosecutor's stead shall take the place of the Public Prosecutor.
