Article 41 of Child Rights Law

Kindergarten is an upbringing and educational system that achieves comprehensive development for children before the primary education cycle and prepares them to enroll in it. Without prejudice to the provisions concerning nurseries set out in Part Three of this Law, every independent educational institution for children, every classroom or classrooms attached to a school, and every home that admits children and operates on the basis of the objectives set out in Article (39) of this Law shall be considered a kindergarten. A decision shall be issued by the Ministry of Education specifying the age for enrollment in the kindergarten stage.
