Article 16 of Telecommunications Regulatory Authority Law

Public telecommunications networks may not be established, operated, or managed, nor may public telecommunications services, internet services, international or fixed telecommunications be provided, nor may any of these be advertised, except after obtaining a licence from the Authority pursuant to the provisions of this Law and its Executive Regulations. State-owned public networks shall be subject to the provisions of this Law. Article 17 (1) The Authority may issue instructions specifying the types of private networks and the guidelines and technical conditions for their establishment and operation. The Authority may require its approval for the establishment of certain types of these networks as necessity dictates, after obtaining approvals from the Ministry of Health and other authorities responsible for the safety of residential areas, where these networks contain towers.
