Article 19 of Telecommunications Regulatory Authority Law

Private telecommunications networks may not be interconnected except through access via public networks, pursuant to a written agreement between the owners or operators of these networks, as the case may require, in accordance with instructions issued by the Authority containing the technical guidelines and conditions necessary for interconnection, with the possibility of requiring the Authority's approval for interconnecting certain types of those networks if the need arises, in a manner ensuring the principle of competition and non-monopoly.
