In addition to the technical conditions and any other conditions, the following matters shall be observed in the procedures for granting the licence: a - All persons wishing to obtain the licence shall be given the opportunity to submit their offers or applications if they meet the conditions specified by the Authority. b - The offer or application shall be based on an undertaking to provide the service to all persons wishing to obtain it within a reasonable period and at fair charges. c - The elements of the offer shall be based on fair and lawful competition with holders of previous licences.

بالإضافة إلى الشروط الفنية وأي شروط أخرى يراعى في إجراءات منح الرخصة
الأمور التالية :
أ - أن تتاح الفرصة لجميع الراغبين في الحصول على الرخصة التقدم بعروضهم أو
طلباتهم إذا توافرت فيهم الشروط التي تحددها الهيئة.
ب - أن يكون العرض أو الطلب قائماً على أساس التعهد بتوفير الخدمة إلى جميع
الراغبين في الحصول عليها في مدة معقولة وبأجور عادلة.
ج - أن تكون عناصر العرض مبنية على أساس المنافسة العادلة والمشروعة مع حاملي
