Article 23 of Telecommunications Regulatory Authority Law

A public telecommunications services licensee who enjoys the Authority shall, upon request from any other public telecommunications licensee, accept access to its telecommunications network on fair and reasonable terms determined by the Authority. The Authority may, if necessary, oblige the dominant public telecommunications licensee for the purpose of access to the infrastructure owned by the dominant service provider, in accordance with the rules and conditions issued by the Authority. If the Authority considers that the prices and terms offered for access by the dominant licensee are unacceptable or unjustified, it may determine the prices and terms it deems appropriate in this regard.
