Article 2 of Decree-Law No. 10 of 2020 concerning Notarisation

An Authentication Department shall be established at the Ministry of Justice, headed by a director and comprising a number of notaries who shall authenticate instruments, certify signatures, establish dates on private instruments, and affix the executory formula to copies of enforceable instruments. This shall include all electronically protected instruments and signatures. Individuals and professional companies may, by a decision of the Minister, be licensed to perform these functions in accordance with the conditions and controls determined by the Implementing Regulations. Before commencing their work, notaries shall take an oath before the Minister to perform the duties of their offices honestly and faithfully.
