Article 23 of Decree-Law No. 11 of 2026 concerning Protection from Domestic Violence

Service, notification, and execution of all procedures, papers, decisions, orders, and records issued by the department concerned, the investigating authority, or the court, and judicial judgments and enforcement procedures, for all persons subject to the provisions of this Decree-Law and its Executive Regulations, shall be carried out through modern electronic means of service. Service shall be deemed to produce its legal effects from the date and time of its completion by any such means. The Executive Regulations shall regulate how service is effected in this manner. If service by these means is not possible, service may be effected in accordance with the rules prescribed in Chapter Two of Part One of the aforementioned Criminal Procedure and Trials Law, except for service of judgments rendered in absentia, which shall be governed by Article 188 of that same Law if service by the modern electronic means of service specified in the preceding paragraph proves impossible.
