English translation
The provisions of this Law shall apply to: (a) Government entities. (b) Entities whose service affairs are regulated by special laws, in matters for which no special provision is made in those laws. Its provisions shall not apply to military personnel of the army, police and National Guard. Civil Service Council

تسري أحكام هذا القانون على:
( أ ) الجهات الحكومية.
(ب) الجهات التي تنظم شؤون الخدمة فيها قوانين خاصة، فيما لم يرد بشأنـه نص
خاص في هذه القوانين.
ولا تسري أحكامه على العسكريين من رجال الجيش والشرطة والحرس الوطني.
