Article 8 of Decree-Law No. 15 of 1979 concerning the Civil Service

A planning committee shall be established in each ministry, with competence for the following: 1 - Proposing plans and implementation programmes and following them up. 2 - Giving an opinion on the draft budget. 3 - Studying organizational and administrative conditions and proposing the measures necessary to develop working methods and improve performance efficiency. 4 - Preparing plans for training and dispatch on scholarships or study leave in a manner ensuring coordination with other government entities. h - Following up the progress of work in the ministry and coordinating between its branches. 6 - Anything the Minister considers referring to it for an opinion. A decision shall be issued by the Minister forming this committee and regulating its work.
