Article 11 of Decree-Law No. 15 of 1979 concerning the Civil Service

Public posts are a national service entrusted to those holding them, and State employees shall pursue the public interest in performing their duties. Posts shall be either permanent or temporary. Article 12 (1) Permanent posts shall be divided into the following principal groups: 1- Leadership posts group. 2- General posts group. 3- Technical and assistant posts group. 4 Auxiliary posts group. The Civil Service Council may, upon the proposal of the Civil Service Bureau, add other principal groups. The rules and provisions for allocating posts among these groups shall be issued by a decision of the Civil Service Bureau.
