Positions are either permanent or temporary. Permanent positions are divided into the following principal groups: 1 - The leadership positions group. 2 - The general positions group. 3 - The technical and assistant positions group. 4 - The auxiliary positions group. The Civil Service Council may, upon a proposal by the Civil Service Bureau, add other principal groups. The rules and provisions governing the allocation of positions among these groups shall be issued by a decision of the Civil Service Bureau.

الوظائف إما دائمة أو مؤقتة.
وتقسم الوظائف الدائمة إلى المجموعات الرئيسية التالية:
١ - مجموعة الوظائف القيادية.
2 - مجموعة الوظائف العامة.
3 - مجموعة الوظائف الفنية والمساعدة.
4 - مجموعة الوظائف المعاونة.
ويجــوز لمجلــس الخدمــة المدنيــة بنــاء على اقتراح ديــوان الخدمــة المدنيــة إضافــة مجموعــات
رئيســية أخــرى.
وتصــدر بقــرار مــن ديــوان الخدمــة المدنيــة قواعــد وأحــكام توزيــع الوظائــف على هــذه
