English translation
The grades corresponding to each of the principal and occupational groups of positions, the financial allocation assigned to each grade, and the rates of periodic increments shall be determined in accordance with the schedules annexed to the Civil Service System. The Civil Service Council may, upon a proposal by the Civil Service Bureau, prescribe salaries for certain positions without being bound by what is set out in the aforementioned schedules.
