Article 15 of Decree-Law No. 15 of 1979 concerning the Civil Service

Positions shall be filled by appointment, promotion, transfer or secondment. Appointment shall be by a decision of the competent authority or by contract, except for leadership positions, appointment to which shall be by decree. Non-Kuwaitis shall be appointed only on a temporary basis and by contract. The provisions of this Law and the Civil Service Regulations shall apply to those appointed by contract in respect of matters for which no special provision is included in the contracts concluded with them. Article 15 bis (1) The term of appointment to any position in the leadership positions group shall be four years, renewable. Renewal of appointment to leadership positions and the transfer and secondment of those appointed to these positions shall be by decree upon the submission of the competent Minister.
