Division of work in personal status circuits between Sunni and Ja'fari circuits. Regarded as merely an administrative arrangement among personal status circuits. - The provision establishing a circuit to hear all personal status disputes does not prevent the court's general assembly from establishing more than one circuit for that purpose and assigning each to hear a particular type of personal status dispute. The implication thereof: this assignment does not divest the circuit of its jurisdiction to hear all disputes relating to personal status, whether those assigned to it or those falling within the jurisdiction of other circuits. The reason for this: this arrangement is merely an internal arrangement, departure from which does not entail a violation of the rules of subject-matter jurisdiction. - The general personal status circuit's hearing of cases falling within the jurisdiction of the Ja'fari personal status circuit. No violation of the rules of subject-matter jurisdiction.
